Our 2025-2026 Annual Report: A year of progress, performance and positive impact

12/10/2026

We're pleased to present our latest annual report, outlining a year of strong performance and highlighting our achievements during the last financial year

2025/2026 was the final year of our Big Plan and our report tells the story of how we delivered against the plan's four priorities: great services, great homes, great neighbourhoods and great company.

Against a challenging backdrop of continued cost-of-living pressures, financial challenges, changing customer expectations and new legislation, we have continued to deliver effectively for our customers and communities while making changes to improve our performance for the future.

Listening to customers, colleagues and stakeholders has been a key focus throughout the year. Acting on their feedback has underpinned developments in how we provide safe, decent homes, build much-needed new ones and deliver high-quality services.

Highlights in the annual report include:

  • The launch of our Customer and Communities Strategy, further embedding our customer focus and helping us deliver an excellent customer experience. We are particularly proud that this strategy was shaped by feedback gathered through our largest customer, partner and colleague engagement exercise to date, enabling us to focus on where we can make the greatest difference.
  • The launch of our Homes Strategy, bringing together all the ways FCHO manages and invests in homes and neighbourhoods to ensure they meet customers' needs today and are fit for the future.
  • Exceeding our target for new homes built. The Big Plan target was 332 homes and we have delivered 507 new, energy efficient, quality homes, all with an Energy Performance Certificate (EPC) rating of B or above.
  • Introducing new approaches to improve satisfaction with how we tackle antisocial behaviour (ASB), while strengthening collaboration with the police and local authority to maximise our impact. Building on these improvement plans, we continue to invest in this important area.
  • The launch of our People Strategy and a refreshed approach to colleague engagement, helping us make FCHO the best place to work.
  • Strengthening our role as a community partner. We have helped shape local housing, health and economic growth priorities, supported skills development with Oldham College, and worked closely with community organisations to contribute to our borough’s success.

Reflecting on the year, our chief executive Mark Gifford said:

"I would like to thank customers, colleagues, Board members and partners for the part they have played in these achievements.

"Together, they helped us seize opportunities, plan ambitiously and strengthen our social purpose as we continue to make a positive difference to our customers and communities."

He added:

"Looking ahead, performance insights and feedback from customers and colleagues have informed our new corporate plan. It sets our direction for the next five years and reaffirms our focus on providing quality homes, excellent services and supporting strong communities."
