New Rent Setting and Service Charge Policy

This month our new Rent Setting and Service Charge Policy has gone live.

This makes sure FCHO rent levels and service charges charged for our tenanted properties are fair, transparent, consistent and in line with government policy.

Rent is FCHO’s main source of income and every penny is re-invested into homes and services. We know affordability is very important and FCHO rents have historically been and continue to be among the lowest in Greater Manchester.

Change to our policy

The change to our policy doesn’t affect current FCHO customers.

We consulted with our Customer and Communities Committee in November 2025 about how we can keep our rents fair while balancing the rising costs involved in investing in existing homes, building new ones and improving our services for customers.

After listening to our committee’s views, following government guidance and taking into account local circumstances and affordability we have updated our policy:

·       For homes advertised for let after 1 February 2026, FCHO will introduce 5% rent flexibility in line with government guidance.

What this means for you

The change to our Rent Setting and Service Charge Policy will affect new FCHO customers when they sign up for a home for social rent.

Please note the change does not apply to current FCHO customers.

Why are we making these changes?

As a not-for-profit organisation, all the rent we collect goes directly back into:

  • ·       Investing in and maintaining FCHO homes to ensure they are good quality, safe and energy efficient
  • ·       Funding vital services and support for our customers and communities
  • ·       Looking after our neighbourhoods
  • ·       Building much-needed affordable homes to help tackle the housing crisis locally.

Like many other businesses, we are facing increased costs across a range of goods and services needed to deliver these priorities.

We have to take these into consideration and strike a balance between keeping our rents fair and affordable while continuing to invest in and maintain the quality of FCHO homes, services and communities now and in the future.

What to do if you need a hand with managing costs

Our teams are here to support customers before you move into your FCHO home and throughout your tenancy with us.

This includes:

  • Pre-tenancy checks to ensure customers get off to the best start when you move into an FCHO home.
  • Help to make your money go further with access to affordable food, checks on the benefits you’re entitled to, energy saving information plus more tailored help if you need it.
  • Advice to find a job or move your career forward if you’re in work.
  • Signposting to other local organisations to make sure you get all the support you need.
