FCHO secures injunction and eviction to protect residents from anti-social behaviour

First Choice Homes Oldham (FCHO) has successfully obtained an injunction with power of arrest and carried out an eviction to safeguard residents from persistent anti-social behaviour.

Following a hearing at Manchester County Court, Veronica Rouse was prohibited from engaging in threatening and disruptive behaviour towards neighbours and FCHO staff at her property on Sedgemoor Way, Oldham. The court order prevents her from causing noise nuisance, verbal abuse, and intimidation.

Residents endured repeated incidents involving Ms. Rouse, including a serious event where she was seen brandishing a large knife outside a neighbour’s home. Since 2019, she has been subject to four separate injunctions due to her behaviour.

FCHO worked closely with Greater Manchester Police (GMP) to support affected residents and take action. Ms. Rouse has spent time in custody for breaching previous injunctions and committing other criminal offences.

The latest injunction, granted on 23 June under Section 4 of the Anti-social Behaviour, Crime and Policing Act 2014, remains in place until 2027. FCHO proceeded with eviction due to rent arrears, which was completed on 8 July.

Residents are advised to contact the police immediately if Ms. Rouse is seen in the area.

Mark Gifford, Chief Executive of FCHO, said:

“This has been a complex and challenging case that started with minor issues but then gradually developed to be more serious, and we would like to thank the residents of Sedgemoor Way for their patience and bravery in the face of this woman’s appalling behaviour.

“FCHO, Oldham Council and GMP have worked together and used all available legal channels and powers to limit Rouse’s actions, remove her into custody and eventually evict her.

“One of the biggest challenges and frustrations residents and the authorities faced was that Rouse was manipulative and used the health system to her advantage and this made taking eviction action difficult.

“However, no FCHO customer should have to put up with people like Rouse.

"We are acting all the time to stop those who want to make others’ lives a misery.

"We continue to take all ASB reports seriously and we will do all we can to ensure it is stopped while working with our partners and within what the law allows us to do.”
