FCHO and Oldham Council launch leaving care pledge to support young people

First Choice Homes Oldham has joined forces with Oldham Council to launch a new commitment aimed at supporting young people as they transition out of the care system and into independent living.
The Leaving Care Pledge, developed in consultation with care-experienced young people, was officially signed on Friday, 28 November at our Union Street offices.
Councillor Eddie Moores, Mayor of Oldham, praised the initiative, saying:
"This is a great initiative for young people. We need to make sure these young people moving out of the care system into their own homes are made to feel safe and secure."
Under the pledge, care leavers will receive direct access to suitable housing for their first tenancy, alongside a Tenancy Readiness Programme covering essential skills such as budgeting, moving in, community safety, and wellbeing. Additional support will include moving-in packs and drop-in services at community hubs.
Andy Ewart, Deputy Chief Executive and Executive Director of Corporate Services at FCHO, highlighted the importance of the partnership:
"This pledge reinforces our commitment to creating positive futures for local people and tackling inequality. Care leavers need extra support, and failing to provide it risks tenancy failure, rent arrears, or worse.
"This initiative ensures every young care leaver has the chance for a positive and supported tenancy experience at a crucial time in their lives. It also shows that FCHO is not just a landlord – we care about our communities and work effectively in partnership with the council and others."
The pledge aims to give care leavers not only a home but also the tools and guidance to thrive in adulthood.
Councillor Shaid Mushtaq, Cabinet Member for Children and Young People, added:
"I’m proud that Oldham Council and FCHO are working together to strengthen the support we offer to young people leaving care. Every young person deserves the stability of a safe home and the confidence that help is there when they need it. This partnership ensures care-experienced young people are not navigating adulthood alone."
Future improvements will be shaped by the experiences of care leavers themselves, ensuring the support remains relevant and effective.
