FCHO as a Buyer

First Choice Homes Oldham (FCHO) spends over £30m each year on a wide range of works, services and supplies providing businesses of all sizes with a wide range of commercial opportunities. The priority for FCHO is to ensure that value for money is achieved in all area’s together with, where possible, local spend and local employment.

If you would like to work with FCHO please send your company details to procurement@fcho.co.uk and you will then be invited to tender when relevant tender processes are taking place. Local spend is a key priority for FCHO and we are keen to work with local companies that provide local employment and training opportunities. Local for FCHO is currently defined as within 10 miles of OL1 1BE (Oldham Town Centre).

Tendering Process

The tendering process chosen is at FCHO’s discretion and dependant on the value of the goods/works/services to be procured. An example of the routes taken are shown below.

Open tendering – one stage bidding process where all interested service providers respond to an advertisement which invites them to submit a tender.
The advertisement will state where interested parties may obtain tender documents and the last date when tenders will be accepted.

Restricted tendering - two-stage bidding process where potential contractors expressing an interest in bidding are evaluated and a shortlist is drawn up to invite bids.

The public notice will give details on what information must be submitted by the supplier or how to receive the necessary documentation to be able to express an interest in being short listed.

The restricted process is likely to be applied when a large number of applicants is anticipated, allowing that number to be reduced to a manageable list of tenderers.

Request for quotation – where FCHO personally invites a range of suppliers to bid, it may include suppliers we have worked with previously together with new suppliers who have expressed an interest in working with us.

Potential suppliers must demonstrate:

  • Financial, commercial and technical capability to fully meet the contractual requirements
  • Past performance with reference to contracts of a similar nature
  • Commitment to equal opportunities in employment, the environment and safety
